Ayaka Naganuma(she/her/elle) is the author is this report for the Broadbent Institute through the University of Ottawa’s Graduate School of Public and International Affairs’ Directed Research Placement program. She has experience in local government in Japan, regional revitalization, and UN communications. Her research focuses on climate adaptation, disaster resilience, migration, and social infrastructure development, working with various institutions. She is passionate about policy analysis and the intersection of climate policy and economic growth.
